The rise of the digital economy has forced policy makers all over the globe to deal with some of the fundamental issues of taxation. There has been an avalange of tax proposals to further facilitate cross border trade but also to ensure that all companies: traditional and digital, are paying their fair share.
A few of the recent proposals of the European commission will have severe impact on any and all web shops, online platforms and market places that sell or facilitate sales in or to the European Union.
Under the first package VAT modernisation rules for cross border e-commerce will be introduced as per 1 of July 2021. Under these new rules digital market places will be responsible for collecting VAT on the sale of goods to EU consumers. Business may consider using the One-Stop- Shop declarative (OSS) system for their reporting obligations.
Under the second proposal (DAC7) platform operators would be required to collect and to verify the identification of sellers and to report annually to the EU Member State in which they have registered. Should this proposal be adopted this would be apply as from January 1, 2022.

Barbara Voskamp is Partner ASEAN, she is heading up the Singapore office and responsible for the ASEAN region. Barbara is admitted to the Dutch Bar and a member of the Netherlands Association for Tax advisors (NOB). She is specialised in international tax. She is a registered foreign lawyer in Singapore since 2006 and has been advising international operating corporate clients on the structuring of their cross border investments
Barbara frequently lectures on international tax at, amongst others, the Singapore Management University. She has been on the board of the Dutch Chamber of Commerce in Singapore and the Malaysian Dutch Business Council in Kuala Lumpur is active in the regional trade committee of the European Chamber of Commerce in Singapore and currently a member of the executive board of the International Fiscal Association (IFA), Singapore branch.

Bart specializes in VAT. He mainly advises large corporations and (semi-)public institutions on the more general and complex VAT issues. In that regard, he frequently advocates on behalf of clients before the tax authorities, for example in case of a tax audit, and has gained broad experience in settling tax disputes, assisting with voluntary disclosures and obtaining advance certainty on VAT-related matters.
Bart is part of the Loyens & Loeff German desk and Energy team. He is also a member of Loyens & Loeff’s Insolvency and Restructuring team, where he focuses on rendering indirect tax advice relating to companies in financial distress.

Dennis particularly advises on fundamental rights within the EU, such as the right to free movement, and the prevention of tax avoidance. He is involved in numerous proceedings in the field of European tax law in the different EU Member States and before the European Court of Justice.
Dennis is a Professor of European Corporate Tax Law at the University of Amsterdam, with a specialization in anti-BEPS rules. He is the director of the Amsterdam Centre for Tax Law (ACTL). He has been a guest lecturer at various domestic and foreign universities. Dennis also regularly contributes to various tax publications and has authored numerous articles on European tax law.
